Ok i have read a few things now and i still dont quite understand how and were to get elite skills from?

You have to capture them from bosses in the game. When you get far enough in the game you can get a signet of capture that you use in range of a dead boss and you can capture any of his skills. You can also get elite skill tomes, but you can only get skills already unlocked on your account.

elite skills can only be gotten via a signet of capture or an elite tome (but to use that tome you must have already unlocked that skill).
the signet can be gotten at many of the skill trainers in game. To use it replace one of your skills with it...and when you kill a boss with either your primary or secondary profession you activate the signet and a list of skills that boss had (or bosses if there was more than one in the area) will show up...pick the one you want (you can also take non-elite skills this way), if you 'cap' a skill and are level 20 you will get 5000 xp as well.

Also if you are in say eye of he north and you dont have one of the chapters (say nightfall) and one of the bosses has a nightfall skill---you wont be able to use that skill until you get that campaign.

Also note

Not all elite skills are that "elite" some are great others less so.

You have to buy cap signets and the price rises each time the character buys one till it reaches 1 platinum.

The Cap Signet has to be equipped on your skill bar for you to use it.

When your standing near the body of the boss activate it and you will see a list of skills the elite one is in gold the rest are common skills.

If there are 2 dead bosses close to each other you may need to walk around a bit to get the right one.

Since you can change your secondary class it is possible for one character to get every elite skill.

If you have both of those bosses professions when you use your cap sig both elites will show up for you to choose.
